permettre au plus grand nombre l'accès à la création artistique nationale et internationale, à ses principaux courants comme à ses approches les plus singulières ; s'affirmer comme un lieu de soutien artistique de référence nationale en facilitant le travail de recherche et de création des artistes, notamment ceux du territoire régional ; participer, dans son aire d'implantation, à une action d'éducation artistique et de développement culturel favorisant de nouveaux comportements à l'égard de la création artistique et une meilleure insertion sociale de celle-ci en organisant la rencontre entre créateurs, interprètes et publics, notamment en lien avec l'éducation nationale, les structures socio-éducatives, les associations et opérateurs culturels ; s'inscrire dans les réseaux de création et de diffusion pour faciliter la circulation des oeuvres et jouer un rôle de conseil auprès des professionnels
