grouper les licenciés d'une ou plusieurs communes ; veiller à ce que les détenteurs de pigeons voyageurs soient inscrits à une association colombophile en application de l'article 1er de la loi du 23 juin 1994 ; assurer l'instruction des licenciés qui désirent se présenter à l'examen national du meilleur jeune colombophile de France ; veiller à la régularité des entraînements des pigeons voyageurs ; encourager les licenciés à concourir à l'amélioration de la race du pigeon voyageur et à participer aux compétitions ; organiser des manifestations de propagande colombophile ; signaler à la F.C.F. toutes les infractions à la réglementation colombophile dans les conditions précisées notamment dans le code colombophile et à l'article 1er de la loi du 23 juin 1994 (non inscription à une association locale)
